Title: CCA's Capitol Conversations Conference Call

 

The Colorado Cattlemen’s Association (CCA) will be hosting a monthlyconference call to inform beef producers of legislative activities.  The conference call will take place the first of each month through April.

CCA has a daily presence at the capitol during the legislative session to ensure that beef producers are represented on issues important to their business and livelihood. CCA tracks and actively works on any and all proposed legislation that affects the beef cattle industry, property rights, and our members’ ways of life.

 

The CCA is committed to preserving the beef industry and our members’ ways of life. That includes ensuring our producers can make a viable living in Colorado. Currently all sales and purchases of pesticides for use in the production of agricultural and livestock products and agricultural compounds that are consumed by, administered to, or otherwise used in caring for livestock are exempt from Colorado state sales and use tax. They are also currently exempt from state-collected local sales and use tax and any special district sales and use tax. This exemption also applies to all sales and purchases of semen for agricultural or ranching purposes. “Agricultural compounds” means:

  • Insecticides, fungicides, growth-regulating chemicals, enhancing compounds, vaccines, and hormones;
  • Drugs, whether dispensed in accordance with a prescription or not, that are used for the prevention or treatment of disease or injury in livestock; and
  • Animal pharmaceuticals that have been approved by the Food and Drug Administration

 

Last week, there was a bill introduced in the House of Representatives that would tax agriculture an additional 2.9% (state sales tax) on every purchase of bull semen, agriculture compounds and pesticides. This tax increase totals more than $4.5 million dollars per year and will be in effect, if passed for three years. Compounds covered include insecticide, fungicides, growth promotents, vaccines, and pharmaceuticals.

 

HB 1195 will suspend the exemption from the state sales and use taxes for the sale or storage, use, or consumption of agricultural compounds used in caring for livestock, semen for agricultural and ranching purposes, and pesticides for use in the production of agricultural and livestock products from March 1, 2010 until June 30, 2013.
